Additional Notes: The Soviet MVD Proficiency Badge, 3rd Class Policeman Specialist Clasp was a qualification badge awarded to officers of the Ministry of Internal Affairs (MVD) of the USSR. The MVD, Police Officer Qualification Badge, 3rd Class was issued between 1972 and 1974. The material was of aluminum with gilt finish and painted details. The badge was designed with a central shield with the number “3” indicating third-class proficiency and the wings and laurel branches symbolizing protection and achievement and USSR coat of arms at the top. it can be a pin or screw back attachment depending on the issue.
